A pair of individuals have been taken into custody as an element of an inquiry into the dumping of several thousand of tons of waste in a rural field in the county of Oxfordshire.

Law enforcement stated that a 69-year-old was arrested at a dwelling in Andover, Hampshire, while a 54-year-old was detained in Slough, Berkshire in relation with the enormous pile of rubbish dumped near Kidlington.

These arrests follow a previous revelation which uncovered the presence of in excess of 500 unlawful tips across the country of England, including at minimum 11 so-called "major sites" greater than 20,000 tons.

A official for the environmental agency said that the apprehensions were for environment-related and money laundering violations and represented a "key step" in ongoing probes. The apprehended men have been set free on pre-trial release.

Magnitude of the Situation

The tipping ground in Kidlington, located between the river Cherwell and the A34 highway, is estimated to contain about 21,000 metric tons of rubbish in a mound which is up to 150m (490ft) in length and 6m (20ft) tall.

This heap of waste is made up of what seems to be sorted domestic rubbish, chopped up plastics, expanded polystyrene, tyres and various everyday items.

It constitutes just one example of 517 unlawful tips across England, at a minimum of 11 of which contain more than 20,000 tons of waste. Such sites feature a 280,000-tonne area in Cheshire, two 50,000-tonne areas in Lancashire county and Cornwall county and a 36,000-tonne tip in the county of Kent.

The overall amount of such larger dumps is probably to be greater, as the environment agency has previously acknowledged it does not hold records on weight for each unlawful site.

The majority these sites are in countryside areas, frequently concealed, and on land that should be arable land.

Criminal Operations

Law enforcement state many are operated by organized crime groups, who are generating cash by charging far less than legitimate operators to take and landfill waste.

Firms have to incur disposal fees to use lawful waste facilities, contingent on the amount and type of material they are trying to dispose of, and a disposal levy is also charged at just over £126 per metric ton.

Community Anger

Preparation efforts to clean up the Kidlington area dump commenced earlier this month amid worries over the potential of combustion and the effect that would have on the close-by highway.

A private waste clearance contractor has been given the job to handle the site over the next 12 months at a cost of £9.6m.

An compliance officer for the country's environmental crime team commented that the authority would be seeking to claim back the clearance expenses under confiscation legislation from any individual prosecuted at the conclusion of its ongoing case.

She added that the recent arrests would help "move the investigation forward" and permit the agency to "investigate more lines of inquiry to determine in detail what occurred and who was involved".

"The unauthorized site at the site was an shocking and calculated attack on our ecology and officials empathize with the community's outrage at this horrific act," she said.

A cabinet representative welcomed the arrests, stating: "The unauthorized dumping of rubbish at the site is utterly appalling and has led to significant harm to the natural world and distress to the nearby community.

"The authorities is committed to stamping out this category of illegal activity in the nation, by increasing financing to combat waste crime, recruiting more staff and enacting stricter checks and penalties for those who flout the rules."

The detentions were made on Thursday by personnel from a dedicated organised crime unit and come after an earlier arrest of a man in his thirties from the Guildford area in the autumn. He was set free awaiting additional inquiries.
